The waqf (foundation), one of the most important institutions of Islamic civilization, has played a key role in ensuring social development for centuries. It is known that the first priority is the sustainability of the waqf, even in the establishment of the provisions regarding awqaf (foundations). The waqfship activities, which have been interrupted due to social, political or financial problems from time to time, have managed to survive and flourish until today, thanks to their roots extending to the heart of Islamic civilization. It is essential for awqaf, which have a great financial presence in many Muslim states even today, to keep up with the new developments in society to realize the charitable purpose which lays in their basis and to manage the capital devoted to this purpose.
In our age where technology is developing very rapidly, there may be cases where old- fashioned institutions and capital managements are inadequate from time to time or miss their opportunity to use capital more effectively. It is a necessity for the waqfs to be able to manage its existing capital in the most effective way by adhering to its establishment purpose and to use its capital in the most efficient way to achieve this aim. Achieving this aim is only possible by following the developments in this era of rapid change and apply them to the waqf system. We believe that waqfs, which are the most important financial institutions in terms of the historical development of Islamic civilization, should play a dominant role in the social and economic development of the ummah today as they did in the past.
The 11th Global Waqf Conference, which has undertaken an important mission for the concentration of intellectual activities in this direction for a decade, will be held this year in Istanbul, the cradle of Awqaf. The 11th Gobal Waqf Conference will be on 7th to the 9th of September 2023. We are pleased to announce that Ibn Haldun University (IHU) and Istanbul Sabahattin Zaim University (IZU), which are waqf-led universities, in addition to İlim Yayma Foundation have undertaken the task of organizing this conference. Our partners are International Islamic University Malaysia (IIUM), the main organizer of this long-established conference, and our strategic partners University Tun Abdul Razak (UNIRAZAK), Finterra and Al-Madinah International University (MEDIU).
The 11th Global Waqf Conference, which will be held this year with the theme of “Next Generation Waqfship”, will provide a common ground where the experiences and contributions of international academic and business professionals can be shared in order to evaluate waqfship activities in the light of new technological and financial developments and to determine a new approach to adapt awqaf to these developments. However, it is desired to ensure that successful waqf practices that can adapt to current developments and the experience at this point will guide the waqfship activities in other countries and present a vision. Sharing knowledge and experience on this subject will provide an opportunity for academia and the business world to catch up with the current developments in waqfship activities in the world.
İslam medeniyetinin doğurduğu en önemli kurumlardan biri olan vakıf, yüzyıllardır toplumsal kalkınmanın sağlanması noktasında kilit bir role sahip olmuştur. Vakıflara ilişkin hükümlerin tesisinde dahi ilk önceliğin vakfın sürdürülebilirliği olduğu bilinmektedir. Dönem dönem sosyal, siyasi veya finansal problemler sebebiyle sekteye uğrayan vakıfçılık faaliyetleri, İslam medeniyetinin kalbine uzanan kökleri sayesinde bugünlere kadar ayakta kalmayı ve büyüyüp serpilebilmeyi başarabilmiştir. Birçok Müslüman devlette bugün dahi büyük bir finansal varlık gösteren vakıfların, temelinde yatan hayri gayeyi gerçekleştirmek ve bu gayeye ayrılan sermayeyi yönetmek için toplumdaki yeni gelişmelere ayak uydurması elzemdir.
Teknolojinin çok hızlı bir gelişme gösterdiği çağımızda, eski usul kurum ve sermaye yönetimlerinin zaman zaman yetersiz kalabildiği veya çok daha etkin kullanılabilecekken bu fırsatı kaçırdığı durumlar söz konusu olabilir. Vakfın kuruluş gayesine sadık kalarak mevcut sermayesini en etkin şekilde yönetebilmesi ve bu gayeye ulaşabilmek için sermayesini en etkin şekilde kullanması bir zorunluluktur. Bunu sağlayabilmek ise bu hızlı gelişim çağında yaşanan gelişmeleri takip edebilmek ve vakıf sistemine uygulayabilmekten geçmektedir. Çünkü İslam medeniyetinin tarihsel gelişimi açısından en önemli mali kurumlar olan vakıflar, geçmişte olduğu gibi bugün de ümmetin sosyal ve ekonomik kalkınmasında başat rol oynamalıdır.
Bu doğrultudaki fikri faaliyetlerin konsantrasyonu konusunda on yıldır önemli bir misyon üstlenen global vakıf konferansının 11. Konferansı bu sene vakıfların beşiği İstanbul’da yapılacaktır. 11. Gobal vakıf konferansı 7-9 Eylül 2023 tarihinde olacaktır. Bu konferansı düzenleme görevini, vakıf üniversitesi olarak faaliyet gösteren İbn Haldun Üniversitesi ve İstanbul Sabahattin Zaim Universitesi ile İlim Yayma Vakfı’nın üstlenmiş olduğunu duyurmaktan memnuniyet duymaktayız. Ortaklarımız ise bu köklü konferansın ana düzenleyicisi International Islamic University Malaysia (IIUM) ve stratejik ortaklarımız olan University Tun Abdul Razak (UNIRAZAK), Finterra ve Al-Madinah International University (MEDIU)’dur.

Bununla birlikte güncel gelişmelere uyum sağlayabilen başarılı vakıf uygulamalarının ve bu noktadaki tecrübenin diğer ülkelerdeki vakıfçılık faaliyetlerine yol göstermesi ve bir vizyon sunması sağlanmak istenmektedir. Bu konudaki bilgi ve deneyimlerin paylaşılması, akademi ve iş dünyası için dünyadaki vakıfçılık faaliyetlerindeki güncel gelişmelerin yakalanmasına fırsat sağlayacaktır.
